Shelf life issues. These are regulated materials and you just can't open a new factory and start cranking them out like American Flag tee-shirts. They need to be tested for efficacy. The problem is that you would have to make 100 million doses of something that may not be needed. At the end of the shelf-life, you dump that material (a biohazard). Then you get to guess at which flu is going to hit next year. Repeat until you are broke.
