From your link: The King David Hotel was used as an office housing the Secretariat of the Palestine Government and British Army Headquarters. It was a military target not a civilian target. If memory serves right, Irgun telephoned a few minutes before the blast to warn people to evacuate the building. You cannot compare this to Palestinian act of terrorism against civilian targets (Pizzaria and a disco). In addition, Israel has offered Palestinians a very generous offer at Camp David, which was rejected. The counter offer by Palestinians has been deadly violence.
