Dale, this may help. This page shows how to disable file and printer sharing over TCP/IP. Perhaps working backwards you can enable it and see if that works.

Dale, is there an ME screen somewhere in the TCP/IP properties such as "Bindings" where you can "Bind" the "Client for Microsoft Networks" and "File and printer sharing for Microsoft Networks" to TCP/IP. Do this if you can.

You can install IPX/SPX to accomplish the same thing as NetBEUI. There is info on the above link. It also has TCP/IP info for file sharing on ME, so this link may have all the answers. I didn't browse it all.
