I am not the best expert in this area but I've set up networking a few times and had some of the same issues you now face. Here are my suggestions:

1: The IP addresses assigned dynamically by the router are fine. They should also have the same netmask (255.255.255.0). As Jon said, verify that you can ping each other. If successful then your IP is fine. Your problem is not related to the ISP connection.

2: Ensure that you have File and Printer sharing enabled on the machines. This is normally in the Network Properties options.

3: Ensure that both computers have the same workgroup name, default is usually WORKGROUP.

4: Enable a file, folder or printer for sharing.

5: Reboot. With these steps confirmed, you should be able to network the two computers.
