I can ping from one PC to the other but not the other direction. What does that tell us?

Are you running any firewalls beside the one on the router?
Is it the win me machine that can not ping the win 98 machine?

It could be something as simple as the ping response function (udp/tcp port) on one PC is not enabled and is thus not responding to a ping request. This is doubtful unless you have specifically disabled it as this is enabled by default on the OS. Beyond that, I'm not quite sure. I'll think about it a bit more.
