History seems to say that over time they swap places ( or roles ) :-)

Most "underground networks" evolve under duress
The early Christians for the first 400 yrs developed a complex
underground then came Saint Constipation and screwed that up by
making them legal.

In time they got more and more legal power and more and more corrupt
as a result The Templers got rich and the King of France made a
deal with the Pope to take all their money ( and kill them to boot so
they couldn't come back at them ) So with the great inquisition the
Templers had to scatter and seek help. The ones who didn't get
barbecued went underground only to find and go to work with
perhaps the most evolved and global underground net work up to
that time, and for all I know it likely still is the best of the
best.

As a kid I remember my uncle better than my Dad, ( he was off
to WWII ) My uncle was to old & crippled to boot & we lived with him.
He was also a bookie, it was odd He was Catholic but insisted
on everything being "Kosher" however I think his "kosher"
had more to do with what we did than what we ate.
