I'm frustrated by it too, OMD. I frankly don't understand why there hasn't been a liaison within both agencies to coordinate activities, but it would appear that for lo these many years, cooperation has been lacking. It has been said that we get into a whole new area of civil liberty protections when we start involving the CIA in domestic terrorism, but I am not sure I really see the problem. The CIA is the "Central Intelligence Agency" if our biggest threat to our national safety is now created by foreign operatives working inside of this country, I don't understand why that aspect of the intelligence gathering needs to be handed off to the FBI. So now we have a bureaucracy created to facilitate coordination between the two agencies. It seems like it would have been a simpler solution to just expand the mandate of the CIA to include "domestic" terrorists. If the arm of the foreign terrorist organizations has extended into our country, then the CIA should follow.
