, the government is making the moral judgment that it has the right to control the highways.
It's more a statement about power than about morals. The fact is if you mess with the stripes, like Kramer did on one Seinfeld episode, you get in trouble with the man. We can hope that there is a moral or ethical basis to the power wielded by the government, but there are plenty of counter examples from Sparta to Pol Pot.
