>Yes, there certainly needs to be cooperation<

I agree with you, there definitely needs to be cooperation between the various agencies. The same could probably be said of the need for cooperation between the various branches of the armed service.

but whether a whole new bureaucracy is needed to that end is worth examination.

IMO, an office that coordinates efforts is exactly what is needed at this time. We are living in a different world that has dramatically changed in the last two weeks. I truly believe we are fighting a war against terrorism, ... one that we have to win. IMO we'd better have "the troops" organized and "on the same page" and hopefully information shared can reduce duplicate efforts by several different agencies. The increased funding for fighting this war on terrorism I'm certain has already made it possible for the various agencies to accomplish some of the urgent short term goals that are needed for success.

In the past some of these agencies have worked together on various specific projects. However, the urgency IMO to increase our efforts, and share information to fight this present war has never been greater.

As I mentioned, in the past I would most likely be one of the most critical of increased taxes, or government bureaucracy....but at this time, and under these present circumstances, I am in 100% agreement of doing whatever is necessary to defeat this enemy.
