The Russians used FAEs (also called "vacuum bombs") in Afghanistan, but they still lost the war. The Afghan guerillas have U.S. financed tunnels that protect them from these weapons. Osama bin Laden built them. The best pure military target is probably the Taliban air force. They have a grand total of 13 (thirteen) assorted Russian-built planes and jets. Not exactly a "target-rich environment".
