to some extent, the "constructivists" are right, and the world we see reflects the prisms through which we see it. So a psychologist will see a somewhat different reality than (and offer somewhat different advice from) a sociologist, or or a soldier, or a diplomat. There's also simply a difference in quality among experts that is hard to appreciate unless you're inside the biz. I mean, "terrorism experts" are not an especially distinguished group. There are only about a half dozen of them I'd recommend listening to (although a number of others obviously might have good points to make or bits of knowledge to contribute here and there). Some people to take very seriously include the following:

Brian Jenkins (ex-Rand)
Bruce Hoffman (Rand)
Martha Crenshaw (Wesleyan)
Ariel Merari and Ehud Sprinzak (Israelis)
People from the University of St. Andrews terrorism center
