but how can I rank how good the management is?

I don't think it's a matter of ranking them. Instead it's a matter of whether or not they have earned our investment dollars.

For me, the most important issues are whether or not management has been truthful and effectively leveraged the company's competitive advantages over a long period of time. As an example, I would put Qualcomm at the top of most any list relative to the issue of truthfulness. Regarding management's track record of having effectively leveraged the company's competitive advantages, I'm less positive. I still believe it is way behind on establishing a "CDMA Inside" mantra and the company hasn't been as effective with its investments in other companies as much as I would prefer.

From what i've read Gemstar, Qualcomm, and Siebel all have very smart and respected CEOs.

yeah, it's only their shareholders you have to worry about...
