We should not forget, when planning a response, that OBL has very specific strategic objectives. He attacked us for the precise purpose of eliciting a response. This is a standard terrorist tactic. He wants us to respond in a way that will force our Muslim allies to take positions that will render them more vulnerable to fundamentalist subversion. The specific targets, obviously, are Pakistan and Saudi Arabia, both of which have strong fundamentalist movements. We cannot afford to have these countries fall into the hands of fundamentalists: the Saudis have the oil, and the Pakistanis have the bomb. If OBL can incite us to take steps that lead to elevated confrontation in either or both of those countries, he can well afford to see the rubble of Afghanistan reduced to still more rubble.

We must also realize that these people are not stupid. You can bet your last dollar that if OBL is killed, he has a designated successor that will have full access to his money and network. You can bet your last dollar that this successor and other key people were out of Afghanistan before Sept. 11. They know all about force dispersal.

I hope the "bomb them all" crowd realizes that this is exactly what OBL wants us to do.

I hope, very fervently, that this whole military operation is essentially a feint and a PR move, and that the people pulling the strings realize that the important part of the fight is not going to be conducted with bombs, missiles, and soldiers.

The key to winning this war is not eliminating the terrorist networks inside the radical Muslim states. The key lies in eliminating the networks outside those states, the networks that provide the terrorists with their offensive capability.
