re the "Journal of Homeland Security," had never heard of it before this. a quick glance shows it to be filled with two kinds of stuff: material that wouldn't pass muster at a more reputable place (either because it's pedestrian, or shoddy, or whatever), and material that's too specialized for other, more general interest places (e.g., the piece by Mike Sheehan, a legit govt. counterterrorism guy). I wouldn't spend too much time there, necessarily.

As for those Rand op-eds, here's what I'd say about the authors:

John D. Woodward Jr. (don't know)
Peter Chalk (don't know)
Daniel L. Byman, Kenneth M. Pollack, and Gideon G. Rose (smart guys)
Bruce Hoffman (very knowledgeable)
Brian Michael Jenkins (ditto)
Gregory Treverton (not bad)
John V. Parachini (don't know)
Jeffrey A. Isaacson (smart but wonkish)
Kevin M. O'Connell (good on intelligence issues)
Michael Swaine (good on China security issues)
David Ronfeldt (don't know)
