No, it does not equate with Middle Eastern ethnicity, but the greatest amount of activity is in the Middle East (Hamas, Hezbollah, Islamic Jihad, the Muslim Brotherhood, the intransigent PLO factions, and many others), and the ones most likely to target the United States are there, too. The immediate outrages originated there. It makes perfectly good sense to focus our energies there for the time being......

We face an immediate and present danger from Al Qaeda and their alliances such as Hamas. The groups that want a greater Islamic state, have declared war on the US. Focusing on these organizations and those who harbor them is the prudent thing to do.

Terror does not equate with middle eastern ethnicity
Nor has the president EVER said that. He has gone out of his way to point that out.

And as a matter of fact, the Administration wanted the resolution to be a broader war against terrorism. But the congress, under primarily Democratic pressure trimmed back the resolution, to assure unanimity. No need for a political fight, so be it. I have no doubt though, that when the time comes, GWB will be able to make his case.
