True, but they shouldn't be allowed whether shorting is allowed or it isn't allowed.

They are strictly instruments to enable the writers to skin the shareholders.

I think it's 95% of the companies that do them either go out of business anyway or the stock price falls to pennies.

Just let them "die" if they want to use a floorless, they probably should have never been in business to begin with. All debentures should be required to have a fixed floor on it no matter what the situation is, and it doesn't matter what they use as the floor. Just require that it's there. That way the shareholders can know what to expect if there is conversion.
