Not to put too fine a point in siding with Cax and the yaker: i) 9/11/01 in the Big Apple was balmy and mild--no need for the cold weather gear sported by that intrepid visitor to the observation deck; ii) "intrepid" would put it mildly--does anyone think he'd be blithely facing the camera with the roar of a 767 approximately 300 yards away to the NW (prevailing winds would carry the noise)?
