Neither. They're just going to fire all of the travel agents and go direct.

The carriers will definitely try to stimulate travel by dropping fares. There are already some terrific seat sale rates available by select carriers such as Continental. So far nothing official from American, United, Delta etc. but it will come, I'm sure. Here in Canada our national carrier Air Canada has launched a massive seat sale announced yesterday for travel until Feb 28/02.

It wouldn't make sense to raise fares right now, since they want to lure travelers back - not scare them away even more.
