Michael,
See if this guy can help you. He has been helpful to me in the past. He is in direct sales. Hope he is still there after all the layoffs.

Michael-- as a buyer of more PCs than I care to count over the years,,, My dealings with CPQ were through a rep with a multi-mill contract. He had or quickly received all info from the lowest box to most powerful server inc all software. So with CPQ I've NOT had your experience. With DELL-- when you call a rep comes on,, ask for a sm bus rep and you get the same products with a discount. MicronPC--- (recently purchased and taken private) had the most knowlegeable sales staff of all. Any questions were answered within moments most of the time. If not, no later than the following bus day, a call and/or email arrived with an apology & answer.
Do not even ask about help desks--- warranty or not,,, supported products or not,,, LOL!

You might want to check with Dell. They have very good customer support, from what I hear.
