You said it, BE "FIRST PRIORITY MUST BE DEFENSE AND ATTACK CAPABILITIES! " One important form of defense is under the "don't shoot ourselves in the foot" department: disclosure and daylight on all flow of funds from US to the world at large ... Simply a website with details on foreign aid and grants, with -- every government dollar, program, and individual planned and in progress. Let the citizens chew on that, and I bet there'll be some fireworks on dollars spent. That would be a unique foreign policy, never used before, known as "Accountability"...
