The problem with public schools is:

1) Bad parents
2) Union interference
3) Bloated administration
4) Politics

With vouchers, I fear each would be brought to "at-risk" private schools.

Private schools could always kick the miscreants back to the public school district where, by law, the public school district would have to educate these kids. Correct?

I agree with you on this. Private schools will not lower standards to "recruit". It is because of those standards that parents like me are willing to pay and contribute our time in the first place.

The ultimate answer lies in improving public schools.

True, but will never happen with the current heiarchy in place. Never.
