On the contrary, that's exactly what one does. It's not much of a buffer if it doesn't have your people in it.

I thought you have agreed that it was a strategic error/blunder for the Zionist Israel in 1948 to allow Arabs (obvious enemy) to stay in Israel "proper"....Too many liberals I guess..
