I think you hit upon a very important point:

If parents don't value education, their children won't value education either. And their children's children won't value education either. On and on.

Things were different a generation ago. Uneducated parents then saw education as a highway to success for their kids, and encouraged their children to work hard in high school and graduate from college. Or from a technical school. I don't think that's the case today, for whatever reason.
