Victor, dunno about the "property sale", not having conducted one myself. However, I go to China for business, off and on. A lot gets done with the help of "GuanXi"(connections) and bribery. In fact, the euphemism for bribery seems to be "fei"(which loosely translated is "fee"). So, you have to pay a "fee" to so 'n so, to get such n such done! Yeah, its a cost of doing business.
However, financial crimes in the mainland are considered capital crimes--people routinely get a .22 in the back of the skull for frauds, bribery etc. Some people have even got it for "market manipulation". I think people like Millikan would have certainly got it in China, but dunno about partners of Kliener Perkins, Meeker etc.. j/k.
