I don't know. I imagine that military wounded are getting first pickings on medicines. That "Happy Ramadan" made me wince too.

I don't think those numbers are correct. The amount of aid (military, economic and humanitarian) we give to Israel is slightly greater than given to Egypt, according to this report of the United States Census:

(The section on foreign aid starts on page 13 of the .pdf file) I believe that Egypt and Israel have led the list of foreign aid recipients for over 20 years, since the signing of the Camp David agreement during the Carter Administration.
