These NA guys are the official governmwnt that every country but Pakistan recognizes and who hold the UN seat of Afghanistan. The Taliban are the rebels that were supported by Pakistan. If you are keen on international law as you said that is the situation... Even the Russians who spent 10 years fighting them recognize them. They didn't seem much good when they were in power but it was another faction (Hekmatyar) now non-existent that was fighting this bunch from what I understand. That seems to have been Pakistan's fault too. When that failed they invented the Taliban.
