OT- Advantage of Letters of Marque is that they didn't cost Treasury one penny. The booty seized from foreign vessels was in effect the reward received by these merchant ships for patrolling our coastline (pirate-style) before we had a Navy.

These days we are more vulnerable to such tactics being used against us.
