the following story in The Manila Bulletin. It basically a very dry
Philippines business story -- except for the last four paragraphs.

For the first time since the currency crisis, the country's
balance of payments (BOP) position yielded a deficit
of $309 million for the month of January this year from
a surplus of $298.28 in December 1999.

as recommended by the International Monetary Fund (IMF)
starting January of this year.
The IMF wants member countries like the Philippines to adhere to
the new procedure, particularly relating to the new treatment
of gold swaps -- gold under a swap arrangement with a non-central bank
remains part of reserves.
However, a liability is deemed incurred corresponding to the proceeds
of the swap. Before this, the arrangement was considered as sale
of gold with commitment to repurchase.

Gotcha, Gold Cartel, gotcha!
Simply put, gold that is swapped out and sold is still to be counted
on the books of the Philippines, which no longer has it.
The Philippines then has to record the liability of the transaction on its books.
Yet the gold remains as part of its reserves as well.
So much for greater transparency in the financial markets.
As this became the new IMF Manifesto in October 1999,
it indicates that is what all the central bankers are doing
in countries that belong to the IMF.
That can explain how GATA and Frank Veneroso come out
with gold loan numbers of 10,500 to 16,500 tonnes,
loans two to three times the estimates of the gold industry.
All we have to do now is revise our terminology a bit
and say tonnes of "loans/swaps."
This is the tidy little secret that the gold world is trying to keep
everyone from finding out. But, alas, the Gold Cartel now HAS
been found out...

The American Way was created to prevent,

How does dougak fight terrorist against The American Way
is simple
hose like on 9/11 who used physical deadly force
its a simple self-defense reaction
and if these types attacks become to mimic those in Israel
where military troops function with the local police
to serve and protect the citizens
with police for criminals and law and order
and the military for the enemy of the war
then it would be foolish not to allow those like I
that has Vietnam combat experience
and those a little older from Korean War that saw combat
to be allowed to carry weapons in sight out in public
as we live our normal lifes before 9/11
to simple wear cloths no different than before 9/11
but with a badge or tag with picture face
identifing us as "home-front troops"
not back in the military
but as those who were and were in combat
those who know as in "been there, done that"
these like I who understand carrying a weapon
a weapon as police and the military carry
with purpose to kill other people
those people of the enemy in war
and to do so when attacked by the enemy
when they initiate the use of deadly force
as knowned as that which occures in Israel
of characteristics of terrorism to cause death
and nothing less, as not to do the role of the police
and not to carry out functions of military troops,
but only to respond to terrorist activity using deadly force,
and under certain conditions of common sense
when a wacko fires a gun in a school yard or building
or does an armed bank robbery and starts shooting,
yes, but nothing of a police nature to keep law and order,
but only after a law is broken using deadly force,
as I myself is aware, just as the police are trained,
use you gun to kill someone and until the facts are clear,
and your are cleared, its murder.
So, is this just me a Rambo type a danger to society,
i hope not. Will America see an Israel type terror campaign
on its soil that will start once America's war on terrorist starts
to collect and kill terrorist? Depends on how well America's
war on terrorist is conducted, as it is possible to quickly cut off
the snakes head and remove most all its feet leaving the snake
unable and unwilling to function. If so then planet Earth will become
a much better and safer place for 99.99% of its people since
99.99% of earth's folks if given the options of a violent world order
so that they can struggle to obtain what they feel is theirs,
or live in peace with compromise from both sides, they will
choose a life free from displays of hurt and pain towards others
and the same towards them. Its that .01% that has to be removed,
those who use physical force and drag the other 99.99% for the ride.
So my speculation, use extreme brutal force against terrorist
that have been identified as causing death and destruction,
and do it in a war like setting that they must surrender totally
without any conditions except being place on trial for crimes
against humanity, and if not agreeded to immediately then as
in a war setting, America and those nations joined with will simply
enter the enemy location anyplace on planet Earth and either
capture or kill them as in war. Questions and debates not required,
as those who have them need only read for the first time the
history of the world to understand war activity.
So we here in America wait, see if our government of politicians
work for us or for their re-election. Also we wait to see if those
in the USA Gata has identified as activity against The American Way
continue to weaken and let corruption and decay be the order of the day
so that those of the Powers that Be that helped most current
politicians get elected are able to continue un-The American Way
activity and put America at risk so that they not only can continue
their crimes, but not be taken as criminals and placed on trial.
As for the home-troops civilians being those allowed to help
local police and military troops as like in Israel under conditions
that terrorist attacks using deadly force have occured at random
places in America, and these people are allowed to carry a rifle
or a shotgun, then only those who lived and tasted combat,
of the combat troops of Desert Storm, 99.99% need not apply
as a simple deer hunter in the woods during open season will
have encountered more been there done that feeling, as would
a man in a stream fly fishing in those woods.
