Yes, he explains patiently (his dad being one of the people who worked on Minuteman), removing the thermonuke case would affect the payload guidance (and accuracy). All of our targeting data on the ballistic missiles comes from fully loaded missiles. You have to put ballast in. That ballast becomes highly radioactive.

Most people talk about cruise missiles with nuke payloads. I was responding to the Minuteman proposal.
