You have evidence of this? And evidence that such sheltering and funding continues? In your opinion has Eire allied themselves with the IRA?

Also the scale matters. If a criminal ran from the US to Canada after shooting three people at a convenience store and Canada refused to extradite him or try him in Canada but rather instead set him up with a nice house in the Toronto suburbs, the US would have reason to complain but not to invade. If a private army operated from southern Canada raided the US causing a lot of destruction and Canada not only didn't try to stop them but trained and funded them then the US would be justified in following the army across the border. The IRA situation is somewhat in between in scale, and I think is less then either in terms of support of the government for the criminals/terrorists/army.

BTW, the US refuses to extradite IRA, ETA and Israeli terrorists wanted for murder - one Israeli is wanted for killing two Irish UN peacekeepers in Lebanon, he's now living happily in Denver - this gonna change any time soon?

If I was in charge of making the decision and if solid evidence was presented to me, and if doing so would not violate any law then it would change very soon.
