Sounds like the right settings. If you mix a HD and CD on the same channel, it will slow the HD.

Re: the startup programs, you may also want to take a look at your autoexec and config.sys for anything strange. I once had a trojan trying to gain access by rewriting these files. My virus programs never picked it up.

To add to what TraderAlan said I ran across some references this morning looking for a solution to your problem that did refer to a boot virus. Maybe a trip back to TrendMicro for a free online virus scan is in order. antivirus.com

The double load of the power manager Rundll.exe is normal. They control your monitor and hard disk advanced power settings.
