On the subject of "deterring" terrorists via social pressure (their families)--I anticipate covert operations operated by the states themselves or their contractors (the "black hand") would take care of the problem locally. After all, it's their responsibility to control this blasphemous distortion of their religion. Syria's Hassad controlled Syrian terrorism by leveling the city of Hamas (which drove the terrorists to foreign countries); less violent (in gross) and more effective would be to get at the terrorists where you might have a real effect.
