Paul talks like a Calvinist. His questions seem to come from the free-will, Arminian play book, i.e., "What do you mean Paul? If God controls my every thought and my will, then why does he still blame us, for who can therefore resist His will?[and that means I am a puppet and don't have free will]

Earlier in Romans, after Paul told his readers that God hated Esau and loved Jacob before they were even born or had done anything good or bad and that that was the basis for his showing mercy, Paul came back with the classic Arminian reply: "What then shall we say? Is God unjust?[for saving whoever He wants for any reason?]

Paul replies that God will have mercy on whom He will have mercy, and he hardens who he will harden.

Yes, I can see that those passages put the apostle Paul at odds with the heresy of Pelagianism/Semipelagianism-aka Arminianism.
