Again, Tom, without an executive decision to give an executive order, nothing could nor would have been done. Additionally, after the first attack on the twin towers, most people thought it was an accident. They were blindsided by the second attack. Had anyone been aware this was a terrorist attack, the second tower would have been evacuated. People fleeing the second tower were told to return to their offices because it was a false alarm. Those who heeded died, those who kept going lived.
