I definitely agree with this statement. Imagine if $100B were spent towards innovative research on new technology towards this goal?

(Though, I'd add that I think something from the scholars of cultural psychology needs to be sprinkled into the overall solution, not just math.)

I agree with the math on X+K, but can't say I agree with economic sanctions due to the innocent victims that get hurt (that also have potential to become tomorrow's hydra terrorists and martyrs.). So, my answer would be different, which is: very, very quickly, as in immediately, as in it needed to be done yesterday, a wide-sweep of intelligence gathering with many, many questionings of people, in order to catch the terrorists quickly. Basically what they're doing now, but I would advocate an even more active intelligence gathering, interviews and more questionings of more people that are suspectedly involved. I believe those that are innocent will understand the need for haste, in order to catch those that are guilty, provided it is a short-term temporary situation. I think our country's safety depends upon extreme haste and everyone's understanding of this.

Greatly enhance CIA intelligence gathering in order to protect the USA which currently doesn't have enough American-Arabs in the FBI according to CNN. Use that gathered information to arrest those that are guilty of destruction, not others. The USA has this capability.

Though, the biggest key issue is: it needs to be done very quickly, that's why I think a wide-spread sweep of interviews and arrests for questioning has to be done, for the short-term.

I believe our intelligence gathering is very effective. The CIA knew about the two hijackers on August 23, and they informed the FBI. The ball got dropped by the FBI, which is where this has to be fixed quickly. They apparently need American-Arab volunteers, and quickly so.

I think they need more technology to identify people (I really like Larry Ellison's idea - why shouldn't people have to use that type of ID system at the airports, DMV offices where the hijackers got fraudulent licenses?) Of course, that's long-term stuff. Short-term, the only answer I see is what they are doing right now: gathering up all and any potentially guilty suspects. The thing that scares me is they have 392 potentially involved people they haven't found yet. (ID technology really should be in-place to solve this.)
