So I suppose it would appear then, that success of our "campaign" against terrorists will be measured only by what "doesn't happen".

We will go forward watching our backs, looking over our shoulders, erosion our personal freedoms, waiting for the next shoe to drop, since there will be no way of quantifying our "victory". We will know for "certain" if we fail though.

I'd say score one very large victory for the terrorists.
