How can anybody know that the market will be flat for 10 years versus 5 years versus 3 years?

Nobody can predict that far into the future. In general bear markets have lasted half as long as the preceding bull market, which would suggest a 9 year bear market.

But historical comparisons have little predictive value in the current situation, imho.
