Exactly.

Here's a more "moral" solution. Flood the caves with chemicals that permanently turn the skin blue, or the whites of the eyes black, or some other thing that causes them to stand out and can't be hidden. Terrorists must blend into society to do their evil effectively. They'll have a hard time blending into any society under those conditions.

How about a chemical that makes all their hair fall out and never grow again? :o)
