The majority of our "war effort" must be to protect the United States from terrorist attacks. This includes beefing up the Coast Guard, beefing up airport security, improving our intelligence agencies, making it much more difficult for terrorists to rent planes or trucks, beefing up security at the nation's nuclear facilities and municipal waterworks plants, working with Canada to ensure they do similar, etc. Ultimately, economic sanctions may prove sufficient to force the countries harboring the bin Laden terrorists to round 'em up and turn 'em over.
