"Reagan did not get them released before he became president"

I realize they did not physically get released until he was president, but if you hold them in a hostage situation, you are controlling U.S. foreign policy (and holding U.S. citizens hostage). My question was two part.

1) Do people really think he did that? (your answer indicates that you do)

2) How does someone assume the foreign policy reigns from a sitting president?

Here is the original question to CC:

"How do you suppose that an actor running for president has more pull internationally than the sitting president? Even if your dillusional theory is correct, doesn't say much about Carter's ability to get the job done, does it?"

and more importantly

"Please explain how Reagan took the reigns of foriegn diplomacy from a sitting president"
