Hmmm. Wouldn't volatility increase in many instances since those buying-to-cover actually provide liquidityand support for falling equities in fast moving situations? With a ban on shorting (which is obviously and entirely unfeasible in our markets) I would think you would see no-bids on masses of already weak stocks after crappy pre-announcements, panic event days, etc...
