Barbary coast pirates are not even remotely related to modern day terrorism. The pirates were only charging tolls for right of passage. It was widely practiced a few hundred years ago and was simply an economic matter.

Modern terrorism is primarily theological and political!

Were the pirates terrorists, or simply thieves? Were they trying to scare people into doing something, or were they trying to get rich by stealing?
