Jim, I am well aware of the ability of Market Makers. And I agree that there is disparity that could be looked into in their regard. However, that is an entirely separate matter. And I do not feel that American market makers are significantly contributing to the immediate problem.

The primary focus is to call the attention of Washington to the problem of INCREASED naked short-selling by foreigners, market makers or WHOMEVER, since the September 11 attacks. Wouldn't you like to know the percentage increase or decrease of foreign short-selling from one month ago to today? And of that number, wouldn't you like to know the percentage of shorting that is naked? This is where we feel that a problem may be developing that could be effectively strangling our markets . . . and subsequently our economy.

The problem is that nobody is asking these tough questions. And in order to get Washington to notice what we small investors feel that we see happening, it takes the dramatic. In this case, it is a petition.
