"health or safety exemption"

Also known as a "loophole". I suppose one could be opposed to the government exploiting/creating this interpretation for the purpose of wide-net fishing expeditions.

I'm not (I believe that non-citizens here should have fewer rights than citizens), but as a matter of policy we should all assume from now on that our own "private" records in the future will always be subject to whatever "interpretation" is necessary for them to be obtained.

(Relevancy: Which entities know where your personal stash of gold is located? Think your bank will put up much of a fight when the hopefully-never-to-be-formed "Special Committee on Gold Holdings" (consisting of members of the NYSE, JP Morgan, the Treasury Department, the FOMC, etc.) needs to know what's in everybody's safety deposit boxes during an "economic emergency"?)
