Don, Vienna has traditionally always been a place where spies, terrorists, the mafia, and other shady characters conduct their business. it's a pit stop for them so to speak. this is due to its geographical position as the gateway between East and West, as well as the fact that tiny , neutral Austria doesn't have the resources and/or incentive to really keep these things under control. the lack of incentive stems from the fact that Austria itself is seldom the target of these activities. we DID have a few notable terrorist attacks in the late 70's, early 80's though, most notably the massacres in the Viennese synagogue and airport (one of my school teachers perished in the latter) and the famous Carlos operation where OPEC's oil ministers were taken hostage.
