The capability to over-ride the aircraft controls from the ground has been experimented with. However, it would only work in newer aircraft and even then only after a $300-500K upgrade. It would also require investing hundreds of millions in control automation. The Gore commission on airline security looked at the Boeing design and decided not to pursue it due to the high expense and the failure to recognize situations where it would be useful. I think that is likely to change as we now clearly recognize a threat that most people didn't even imagine just a few years ago.
