I think we did. The quote you originally posted defined the target as "terrorist groups with international reach." An example of domestic terrorism is clinic bombing in the US. This is our problem. It doesn't affect Spain or Thailand. It it done by Americans against Americans and it's not the place of the British special forces to come in and take action. There are terrorists like that in lots of countries such as Ireland, the Philippines, Sri Lanka, Tibet. It's not our place to go in after them. An attack on a US Embassy or navy vessel, OTOH, is an attack against the US.
