Let's start a list.

I understand that you want a list of names rather than a set of criteria. I think the criteria are more useful at this point for a number of reasons. The main one is that it focuses on the behavior, not the people so that we can more easily make the point that it's just terrorists, not Muslims or Arabs that are the target. Another reason is that it gives terrorist groups an opportunity to reposition themselves so that they no longer meet the criteria. A bloodless way to solve the problem. And because it keeps the rest off guard wondering if and when we're going to get to them. And because we don't have to set up some bureaucracy to gather data, keep the list updated, explain why this group or that is or isn't on the list, etc. when we won't be getting to the middle of the list let alone the bottom any time soon.

I have a fondness for clarity, as well, but I'm comfortable with getting it in the form of criteria, which I think are pretty clear.
