OK. ITC. Yes, just what we need. The government creating artificial incentives for people to invest based purely on taxes.

Wrong, Bill.

Simplify taxes, create incentives to invest - period - and leave it up to the investors how and where. Manage monetary policy. And don't try to direct investment to particular areas. It will find its own way to where it is needed.
