Btw, note that the result of GERAN6 seem to have been
that the operators should agree on a "recommended list"
of GPRS functions, functions which can be verified and
tested by at least 2 operators (very important mechanism,
but unluckily for one common sense)

Additionally this "optional" word for operators.

Note that ITU is, or exists, as the _consensus_ of
the operators and the manufacturers.

No military, police or court to enforce anything,
only threat is to be kicked out for reasons
like not supporting standards,etc., losing all
influence in the field and business of the same
standards.

Improving, correcing standards is another thing.

Motorola will obviously be under scrutiny in the future.

P.S. Vodafone is in a tough situation, competition on all
sides (in all cells??), depending on a lot of factors
to click, sources of financing and capital maybe most
important.
